Competition rules

1. General provisions. 
Communication and interaction.

1.1. These regulations (hereinafter referred to as the "Regulations") define the official rules of the "Battle for Science - 2023" competition (hereinafter referred to as the "Competition") in the form of the "StandOff 2" program and apply to each of the teams participating in the competition, as well as to each team member, including reserve players, coaches and managers. 
1.2 The Regulations are binding on all teams and their participants participating in this Competition. Participation in the Competition means full compliance with these Regulations.
1.3 This Competition is a student competition and is held between students in higher educational institutions.
1.4 Dates of the competition: October 14-November 17, 2023.
1.5 Communication between teams, referees and coordination of matches takes place on the official Discord server "MSKL / StandOff 2" - https://discord.gg/wgeZ3uZSM6.
1.6 Teams and their participants must respond promptly to the judges and other organizers of the Competition; 
1.7 Teams and their participants are required to communicate with their opponents and Tournament judges in the official Discord server - https://discord.gg/wgeZ3uZSM6.
1.8 Offensive and rude language, as well as rude behavior towards competitors or the organizers of the Competition, are prohibited and may result in disqualification of the team.

2. Rights and obligations of the organizers

2.1. The Organizer performs the functions of organizing the Competition and conducting arbitration in case of disputes.
2.2. Scope of responsibility of the Competition Organizer:
* approval of these Regulations and their annexes;
* creating a list of events and a schedule of game days of the Competition;
* appointment of a Tournament operator;
* approval of the results of the Competition and its separate intermediate stages;
• awarding of Competition participants.
2.3. Tournament Operator — a person (or group of persons) responsible for the direct conduct of the Competition.
2.4. Scope of responsibility of the Tournament Operator:
* coordination of the Competition;
* organization of the official broadcast of the Competition;
* control over compliance with the Competition Rules on the part of its participants;
* appointment of Competition Judges;
* coverage of the tournament in social networks and other Internet resources.
2.5. The organizer approves the Chief Judge of the competition. The chief judge of the competition forms the main judging panel and the panel of judges serving the competition. The Main judging panel is responsible for organizing and running the competition.

2.6. Competition Judge — a person responsible for monitoring compliance with the Competition Rules, as well as resolving conflicts and disputes involving esports players and/or their representatives, as well as other interested parties involved in the Competition in one way or another.
2.7. Scope of responsibility of the Competition Judge:
* resolution of conflicts and disputes involving esports players, agents, coaches and intermediaries;
* registration of the Competition results and keeping the Competition minutes;
* control over compliance with the Competition Rules;
* approval of the list of participants in the Competition;
* approval of the Competition results.

2.8. The organizers are prohibited from taking part in competitions.

2.9. The Organizer reserves the right to remove, supplement or change these rules without prior notice at any stage of the tournament in order to preserve the sporting integrity of the tournament. The organizer also reserves the right to make decisions on cases not described in the current set of rules, in order to prevent any violations of fair competition and sportsmanship.
In the event of a situation that is not described in these regulations, as well as in the technical regulations of the types of programs, the decision is made by the Main Judging Panel on the basis of:
- References of similar situations at major esports tournaments of this type of program;
- Expert opinion of the participants of the Main Judging Panel.

2.10. The Organizer is the sole copyright holder of the competition and content related to the competition. The use of any materials by third-party representatives can only take place with the consent of the Organizer.

2.11. The Organizer has the right to choose any matches for broadcasting the competition. All rights to broadcast the tournament belong to the Organizer. Third-party casters are not allowed to broadcast matches without prior approval from the Organizer. Matches selected for the official broadcast of the Competition are played at the time set by the Organizer and cannot be rescheduled

2.11.1. To approve the broadcast of the Competition, you must contact the Organizer through the public resources of the Competition for detailed instructions on how to broadcast the matches of the competition.

2.12. The tournament Organizer has the right to protect its own products created during or after the tournament from retransmission or unauthorized use in post-production.

2.13. The Organizer is obliged to carry out activities related to the organization of Competitions:
- determine the conditions for admission of participants to competitions;
- implement measures to counteract illegal influence on the results of Competitions;
- ensure compliance with the norms established by the current legislation of the Russian Federation regarding medical and anti-doping support for Competitions.

3. Competition format and system

3.1 The tournament is held in 3 stages:

1. Qualification stage (Online)
2. Play-offs (Online)
3. Final (Online)

Schedule of game days of the qualifying stage for the Federal districts: 

FEFD - October 14, 2023
NCFD - October 15, 2023
Volga Federal District - October 21, 2023
Southern Federal District-October 22, 2023
Northwestern Federal District-October 28, 2023
Ufa - October 29, 2023
Siberian Federal District - November 4, 2023
Central Federal District - November 5, 2023

3.1.1 Qualification stage: 
The competition will be held in an online format for 8 federal districts. Competition format-Single-Elimination (before the first defeat); Match format: Bo1 (until the first victory). Winners of the qualification stage: 1 team from each federal district that passes through to the Play-off stage.

Team members will be assigned to the grid before the official start of the games. The distribution of teams in the grid will be random.

3.1.2. All foreign teams take part in the Play-off stage of the Сompetition.

3.2 Play-off stage

3.3.1. The event period is from November 11 to November 12.
3.3.2. Teams participate in the Play-off stage (1 team each from the district qualifiers). As well as invited teams of foreign educational institutions of friendly countries.
3.3.3. The distribution of teams in the grid will be random.
Grid format: Single Elimination (up to the first loss); Match format: Bo3 (up to two wins).
3.3.4. The top 2 teams of the Play-off stage advance to the Final.

3.4. Final

3.4.1. Date of the event: November 17. 
3.4.2. Match format: Bo3 (up to two wins).

3.5. Registration for the competition
Registration for the competition is available on the bitvazanauku website.rf. All participants must have accounts on the site Cybermos.ru.

4. Match regulations
4.1. Game Settings:
Game version: the latest official patch of the game Standoff 2, valid at the time of the competition;
All matches are played on the Russia servers.
4.2. Network Game Settings:
Lobby type: Closed.
Game Mode: Competitive.
Number of rounds: 10.
4.3. All matches of the competition are played only on the following maps:
Breeze;
Province;
Rust;
Sakura;
Sandstone.
4.4. Order of card pick-bans:
BO1 Map-Veto: B1 B2 B1 D;
BO3 Map-Veto: B1 B2 P1 P2 D.
4.5. The choice of sides on the map depends on the type of map:
If the card was selected (Pick), then the opponent chooses the side.
On the Decider, the side is determined by a knife round.
4.6. Any persons who are not commentators/directors/observers cannot be present in the lobby of the game in the spectator slots.
4.7. Substitutions:
In all stages of the Competition, it is allowed to make substitutions between series;
To make a replacement, the team captain or manager must inform the competition referee about the replacement.
The replacement must be specified in the team's original request.
4.8. Each player must make a record ("Record") of entering the game and starting the game before each match and in case of re-entry. If requested by the referees, the team must provide records of all the team's players within 10 minutes. The procedure for creating an entry is as follows:
Show tabs, close all tabs except discord, if used.
Show the device's serial number
Go to battery/battery and click the ACTIVITY button, if the device is on the Android system, install the pre-install application "Actiondash", and show the activity for the last 7-10 days in it. Or use any other convenient method to show your activity for the last 7-10 days.
Log in to the game via the AppStore / Play Market.
Show your account statistics.
Active warm-up (all types of grenades for yourself and the clip in the wall);
SS/MS ONLY WITH A GUN in the video.
Record until the end of the first round.
If a player crashes or exits , re-record when entering another subsequent round.
Players keep all records until the end of the game and provide them to the judges upon request. The results of the match are put down only after the opponents have no complaints.

5. Participants of the competition. Conditions for admission to the competition. Rights and obligations of participants of the competition.

5.1. Competitions are held between students of higher educational institutions. 
5.2. The team must consist of students studying in the same educational institution. 
5.3. The number of teams from one educational institution is not limited. 
5.4. The minimum age of participants at the time of registration in the competition must not be less than 16 years. If a player is under the full age of 18, a consent form from their legal representative (Parent, Guardian, etc.) is required (see Appendix No. 1 to these Regulations).
5.5. Participants are required to follow the rules set out in these regulations.
5.6.  Structural divisions of educational institutions located in the same locality, regardless of the type of educational organization and organizational form (faculty, branch, institute or college within a higher education organization, etc.), are considered one Educational Institution within the framework of these Competitions. If a structural unit decides to compete as a separate national team, the organizer has the right to consider this application and allow this structural unit to participate. Structural divisions of educational institutions located in different localities, regardless of the type of educational organization and organizational form, are considered different educational institutions within the framework of these Competitions.
5.7. Foreign participants take part immediately in the Play-off stage.

6. Team lineups. Substitutions. 

6.1. The team consists of 7 people (5 main + 2 reserve). It is allowed to participate as an incomplete team without one, or even without reserve players.
6.2. A team is allowed to have 2 substitute players.
6.3. Teams are allowed to make substitutions between cards, but not later than 10 minutes before the start of the match.
6.4. All substitutions are made strictly after the competition judges have been informed and approved the change in the composition. 
6.5. All substitutions are made from the number of people specified in the official application.
6.6. The nickname of the player and the name of the team in the application must correspond to the nickname and name of the team in the game, do not contain obscene, inciting hatred for any reason and/or other direct or indirect offensive expressions.
6.6.1. Tournament referees may request that the player's name or team name be changed if they violate clause 6.6. In case of refusal, the Chief Referee has the right to exclude the team from the competition or disqualify it.
6.7. Changing the team composition: 
6.7.1. Changing the team composition after registration is completed is only possible in case of force majeure. The team must notify the tournament organizers of the circumstances and provide factual or documentary evidence.
6.7.2. Players who played in the Tournament with another team cannot join the team.

 7. Judging. Main Judging Panel

7.1. Judging of matches of the competition is carried out in accordance with the regulatory documents of the competition.
7.2. The Chief judge of the competition is appointed by the Executive Director of the FCC of Moscow. The Main Judging Panel (GSK) is formed by the chief judge of the Competition.
7.3. The main judging panel consists of:
- Chief judge of the competition;
- Chief Secretary of the competition;
- Deputy Chief Judges.
7.4. The Chief Referee appoints a match referee for each match according to the type of program. 
7.5. Match officials are prohibited from having any relation to the Participants of the match, the national team or the educational institution participating in a particular match.
7.6. In case of disagreement with the result of the match, the team captain or a representative of the educational institution must submit a written appeal no later than 20 minutes after the end of the match, which will describe in detail the situation that has arisen.
7.7. An appeal is submitted in any format to a special Discord channel using a software bot marked "Appeal" at the beginning of the message. The appeal must contain:
- a description of the decisions or actions that are being appealed.
- grounds for appeal: why a particular decision or action is wrong or unfair;
- requested result: the expected outcome of the appeal.
- request (petition).
Filing an appeal in a private chat between the participant and the judge cannot be considered legitimate.
7.8. GSK undertakes to make a decision on the current situation and notify the person who filed the appeal no later than 24 hours from the date of its submission. 
7.9. The decision of the GSK is final and is not subject to discussion. The decision of the GSK is mandatory for the participants of the competition, judges, as well as the Main Judging Panel.
7.10. GSK does not consider complaints filed later than the deadline.

8. Violations and sanctions. Procedure for filing an appeal.
 
8.1.Failure to comply with the StandOff 2 rules, the rules set forth in these regulations, and the laws of the Russian Federation is a violation.
8.2. The classification of violations of the rules was developed by the Main Judging Panel and is applicable to all participants of the competition.
8.2.1. Disrespectful attitude towards GSK is considered unsportsmanlike behavior. In case of violation, the following sanctions will be applied:
- Warning.
- Disqualification from the tournament in case of repeated violation of this clause of the regulations.
8.3. The following sanctions may be applied for violation of the competition rules:
- a verbal warning.
- a technical defeat on one of the match cards.
- technical defeat in the match;
- disqualification from the tournament.
8.4. An oral warning is issued in the following cases:
1) excessive flood;
2) use of a mat when communicating between participants;
3) the use of offensive nicknames containing obscenities or any obscene language;
4) insulting the participants of the match, the referees.
8.5. A technical defeat in one of the match cards is awarded in the following cases:
1) being less than 25 minutes late for the match;
2) repeated flooding after issuing a warning;
3) repeated insulting of the match participants, the referee staff after issuing a warning;
4) deliberate use of game bugs.
8.6. A technical defeat in a match is awarded in the following cases:
1) being more than 25 minutes late for the match;
2) systematic violation (3 or more times) of the "excessive flood" clause;
3) further use of offensive nicknames containing obscenities or any obscene language after making a comment;
4) systematic violation (3 or more times) of the clause "insulting match participants, referees";
5) unauthorized personal stream;
6) refusal to pass, or delay for verification by more than 15 minutes.
8.7. Disqualification from the tournament is made in the following situations:
1) repeated violation of points 5, 6 of point 7.6 of the competition regulations;
2) substitution of a player - participation in a tournament match of a player who is not declared for participation in the competition
3) the presence заявке of a player in the application who does not meet the requirements of these regulations;
4) damage to the league's reputation;
5) use of third-party software that affects the course and result of the match;
6) deliberate use of game bugs that affect the gameplay;
7) insulting the GSK or the Organizer of the Competition.
8.8. Only GSK can issue the following sanctions:
- disqualification from the tournament.
8.9. All claims for violations of the competition rules, as well as appeals against the decisions of the match referee, are accepted within 20 minutes after the end of the match and/or after the decision of the match referee. The appeal is submitted to the chief judge of the competition.
8.10. The appeal is considered by the GSK. The decision on the appeal is made no later than 2 business days after the appeal is received. The competition organizer undertakes to notify the team representative who filed the appeal.
A second appeal cannot be filed. The decision of the GSK on appeal is final and is not subject to appeal
8.11. Disputes are resolved only with team captains in a special room in Discord. If this clause is violated, the team receives a technical defeat.
8.12. The persons who filed the appeal are responsible for the accuracy and objectivity of the information contained therein. Unconfirmed information may result in sanctions of varying severity at the discretion of the GSK.

9. Pauses and technical issues in the game

9.1. In the event of a technical problem, the player or captain must immediately report the problem to the referee. If a technical problem is reported after the match ends, it is not considered and cannot be the reason for reviewing the results.
9.2. The tournament organizer is not responsible for the technical condition of the devices belonging to the participant.
9.3. The card selection stage cannot be replayed.
9.4. In case of a gross violation of the game, the referee may cancel the score of the game. By the decision of the referee, a replay of the card / match or a technical defeat in the series can be assigned.


10. Prohibited

10.1. It is forbidden to transfer access to the game account, password from the lobby, or otherwise attract people who are not involved in this match.
10.2. The observer slots can only be occupied by the organizers or judges of the competition, as well as by the commentators authorized by the Organizer.
10.3. Any personal or game broadcasts by players or studios are prohibited without the prior consent of the tournament's chief Referee.
10.4. All claims related to violation of the rules of the game during the match, which are submitted later than 20 minutes after the end of the match, are not considered by the judges.
10.5. It is forbidden to use any software that provides an advantage over other players, or allows you to modify game files.
10.6. Use of any programs that are not related to the client games: modification, deletion of files and other manipulations with the client will lead to disqualification of the team.
10.7. The use of game bugs is strictly prohibited.
10.8. Using cheats for:
looking through walls, reducing the spread, auto-targeting and other programs that give an advantage over other teams will result in disqualification.
10.9. In case of suspicion, each player in the team, at the first request of the referee, must enable the screen recording option (this recording must include the game itself, communication between team players and the sound of the game). The organizer has the right to request a game screen recording from a specific player or the entire team. If there is no screen recording, the team will receive a Technical Defeat (TP).
10.10. Format for submitting a protest:
“I am the captain / manager of the team "SPECIFY the NAME OF YOUR TEAM” I demand to check the team “SPECIFY THE NAME OF THE OPPOSING TEAM". Link to the match: (ENTER A LINK TO THE MATCH). The reason for my protest is: (PLEASE SPECIFY THE REASON FOR THE PROTEST AS FULLY AS POSSIBLE)”.
Be sure to attach the evidence base in the form of a screen, video, etc., or tell us the reason.
 
11. Gambling related to competitions 

11.1. "Battle for Science 2023" competitions are not based on risk, participation fees are NOT charged. 
11.2. Players, judges, organizers are strictly prohibited from any actions aimed at obtaining monetary or any other benefit through betting, betting or other arrangements at this tournament.
